Over the course of the few years, the UFO / PAN theme has evolved from marginal conspiracy theories to a real topic of national security debate in the United States. Why ? For former US administration officials associated with serious journalists have published video, photographic, administrative evidence to the press that a UFO investigation office existed at the Pentagon. The Senate, one of whose roles is to control the use of citizens' taxes, has succeeded in partially taking control of this investigative office, the Unidentified Aerial Phenomena Task Force (UAPTF). An amendment to the “COVID” relief bill passed in December 2020 requires the director of national intelligence to compile a UFO report every 180 days. This report contains a part classified as confidential which will only be known to persons authorized to read it and a public part of 9 pages, entitled “Preliminary assessment: unidentified aerial phenomena” accessible to all. The public part of this report was released on Friday, June 25, 2021. Here is a summary.
What is the purpose of the report?
On Friday, the Office of the Director of the US National Intelligence Service released its first report on PANS aimed at characterizing a potential threat to US security.It helps to provide policy makers with a summary of the situation and guidelines for the future in order to better spot, analyze and identify those PANS that represent a potential threat.
"The report aims to provide resources to develop processes, guidelines, technologies, and training for the U.S. military and other U.S. government personnel when they encounter PANS in order to build community capacity in theintelligence to understand threats"
How many UFOs were studied ?
Of the 144 observations of UAPs made by US intelligence since 2004, only one phenomenon could be rationally explained.
“We were able to identify a reported unidentified aerial phenomenon with a high degree of certainty. In this case, we have identified the object as a large deflating balloon. The others remain unexplained".
However, it is confirmed in the report that most of these UAPS are physical objects.
“Most of the reported UAPs likely represent physical objects as a majority of UAPs were recorded through multiple sensors, including radar, infrared, electro-optics, weapons researchers and visual observation."
Advanced technologies ?
18 of these UAPS showed unusual movements or flight characteristics that surprised those who observed them.
"In 18 incidents, described in 21 reports, observers reported unusual movement patterns or flight characteristics of the UAPs. Some UAPs appeared to hover in high winds, move upwind, maneuver sharply, or move at considerable speed, with no discernible means of propulsion"
The report claims that the UAP investigative team received many reliable oral testimony on other sightings but was unable to take them into account as there was no written report ordata collection during these observations.
A list of UAPS
The report supports the idea that with enough data and after investigation, each UAP could fall into one of five potential explanatory categories: air congestion, natural atmospheric phenomena, US industry development programs, adversary systems foreigners and "other".
A danger for the pilots?
The report states that on 11 occasions pilots have reported near misses with UAPs.
A lack of data
The report highlights the lack of data on the UAPS observed preventing a better analysis. Despite this, it was possible to categorize the UAPS according to their shape, size and mode of propulsion.
“There probably isn't a single explanation. All of the information gathered remains largely inconclusive. We currently do not have enough information in our databases to attribute these incidents to specific causes”.
Conclusion
With limited data available, the report concludes that most PANS remain unexplained.All hypotheses therefore remain open and the report asks more questions than it answers.At no time does the report not mention the possibility that these phenomena are linked to extraterrestrial life, but it cannot exclude it.
The chairman of the Senate Intelligence Committee, Mark Warner said via press release that the number of these incidents has tended to increase since 2018.
“This report, which does not provide a clear conclusion, is only the beginning of efforts to explain what causes aviation risks in many parts of the country and the world.The United States must be able to understand and reduce the threats to our pilots, whether they come from drones, weather balloons or the intelligence capabilities of our adversaries”.
This report therefore formalizes the existence of UFOs flying over UFO airspace.Even if the report does not allude to an extraterrestrial presence, it does specify that for the most part, these observations concern objects that may have very advanced technologies.The second step will be to develop the UFO Investigation Bureau (UAPTF) to better understand what these objects are.Then, it will be possible to define if these PANS are objects belonging to terrestrial adversaries or not...
